  1. Future Hepburn documents go ahead for planning scheme amendments

    Council adopted the Future Hepburn township structure plans and Rural Hepburn strategy, and will seek Minister for Planning authorisation to prepare an implementing planning scheme amendment. The motion was moved by Cr Jen Bray, seconded by Cr Lesley Hewitt, and carried 6-0.

  2. Interim Significant Landscape Overlay sought for Lalgambuk (Mount Franklin)

    Council will write to the Minister for Planning requesting an Interim Significant Landscape Overlay over Lalgambuk (Mount Franklin) and surrounding features, including “Lady Franklin”, while permanent controls are prepared. The motion was part of the Future Hepburn covering report carried 6-0.

  3. Rural Hepburn rural strategy adopted with changes to policy areas

    Council adopted Rural Hepburn: Agricultural Land Study and Rural Settlement Strategy, updating the consultation draft with changes including adding Springhill and Trentham north of Rothes Road to Policy Area 2 and removing proposed Rural Activity Zone changes north of Hepburn. The motion was moved by Cr Don Henderson, seconded by Cr Lesley Hewitt, and carried 5-0.

  4. Rural Hepburn strategy adds “water quality, and quantity” to the vision

    Council amended the Rural Strategy Vision on page 23 to include “and quantity” alongside water quality, and resolved to insert further landscape assessment work into Sections 8.4 and 9.4. This amendment was carried as part of the Rural Hepburn motion (5-0).

  5. Rural Hepburn Agricultural Land Study motion fails on first vote

    An earlier motion to adopt the Rural Hepburn strategy (moved by Cr Tim Drylie, seconded by Cr Jen Bray) was lost, with Cr Jen Bray and Cr Tim Drylie voting for and Cr Brian Hood, Cr Don Henderson and Cr Lesley Hewitt voting against.
